TicketBAI: the invoice monitoring tool is now in the Basque Country
The regional tax authorities of the Basque Country are set to implement TicketBAI by mid-2020, a system that will allow them to telematically monitor any changes that companies may make in their invoices.
The fight against tax evation is a priority for all tax authorities. The Basque Government is the first in the nation to implement such a system. Of course, it also intends to fight underground economy existing in the territory (around %17 of the Basque region's GDP) and consequently increase public administration funding.
What is TicketBAI?
It is a system for invoicing and money collection of companies and self-employed workers that forces their software and the contributing partners who use it to comply with a series of legal and technical obligations so that all their income can be monitored.
What are its objectives?
The new telematic system has several objectives, of which the most important are the following:
1. Control of the income that companies receive through cash
2. Guarantee that each taxpayer pays according to their true income in order to achieve a fair tax system
3. Protection of consumers through the receival of a receipt of every purchase they make
4. Making it easy to comply with tax obligations

What shall I do if I want to comply with TicketBAI?
In order for the companies to comply with this system they will have to carry out the following actions:
  • To certify the device from which the invoice or receipt will be generated (computer, cash register, TPV, tablet, mobile phone, etc.)

  • To work with a management and invoicing software that contains the signature of the company that has developed it.

  • To use a management and invoicing software that allows:

    • Adding a QR and TBAI code to its invoices or receipts

    • Creating and sending files containing the information of the invoice and a trace that facilitates the identification of the device, the program and the user that issue the invoice

When will it come into force?
As of now, this project will be implemented in the regions of Álava, Bizkaia and Gipuzkoa, which are set to adapt their legislation in order to implement the new telematic system in their territories progressively.
